JAMESTOWN POLICE
– Heather M. Brown, 35, of Jamestown was charged with DWAI drugs, third-degree aggravated unlicensed operation and seventh-degree criminal possession of a controlled substance at 12:52 a.m. April 18 after officers responded to the city’s west side for a report of a woman unresponsive behind the wheel of a vehicle. Brown had allegedly been driving under the influence of narcotics. Officers allegedly found narcotics in the vehicle. Brown was taken to the city jail until she could be arraigned.
– Richard L. Hamling III, 50, of Jamestown was charged with criminal obstruction of breathing/blood flow at 9:51 a.m. Tuesday after officers responded to a past-tense domestic incident. Hamling allegedly used a towel to apply pressure to a person’s neck and impede their breathing. Hamling was found by officers and charged. He was taken to the city jail until he could be arraigned.
ELLICOTT POLICE
– Tiffany R. Van Curen, 36, of Ashville was charged with petit larceny at 3 p.m. April 18 after officers responded to a shopfliting complaint at Wegmans in Ellicott. Van Curen was charged and given an appearance ticket to be in Ellicott Town Court later.

Howard, 29, of Dunkrik was charged with second-degree harassment and endangering the welfare of a child at 12:15 p.m. Tuesday after officers responded to suspicious person complaint at a business in Ellicott, where it is alleged Howard was in the female restroom and confronted a juvenile girl when she exited a bathroom stall . Howard was taken to the county jail for arraignment and will be in Ellicott Town Court later.
– Jeffrey A. Seekings, 49, currently homeless, was charged with two counts of seventh-degree criminal possession of a controlled substance, criminal use of drug paraphernalia, driving while intoxicated and driving while ability impaired by drugs at 11:33 a.m. April 18 after officers pulled a vehicle over for allegedly driving over the 55 mile an hour speed limit. Seekings allegedly was found to have an active warrant out of Jamestown City Court, and offcers also allegedly found narcotics during the traffic stop. Seekings refused to submit to a chemical test. Seekings was taken to the Chautauqua County Jail for a centralized arraignment and will be in Ellicott Town Court later.
– Robert Lugo, 51, of Falconer was charged with criminal obstruction of breathing and/or blood circulation, fourth-degree criminal mischief and second-degree harassment on April 15 after officers responded to domestic disturbance. It’s alleged Lugo subjected a person to physical contact, damaged the person’s property and obstructed the victims breathing and/or blood circulation by applying pressure to the victim’s throat. Lugo was charged and taken to the Chautauqua County Jail for a centralized arraignment. Lugo will be in Ellicott Town Court later.
