A strip club in Fredonia cannot reopen under a resolution passed by village trustees at a special meeting Thursday afternoon.

“We passed a resolution granting the police and code enforcement officer authority to act if the owners of the adult business on Water Street try to reopen,” Trustee Jon Espersen told the OBSERVER. “They went over a year without running a business there so they would have to apply for a variance to reopen. That kind of business is no longer allowed in the village.”

He explained that a code change banned adult entertainment businesses, but the one on Water Street was grandfathered in.

Formerly Club 35 and Lookers, the business was most recently named Rebelz Gentleman’s Club. Its Instagram page calls it “permanently closed.” It was in business at the site for about 20 years.

The club featured nude dancers — rare in New York state, because nude dancing is banned at places that have liquor licenses. The business billed itself as a non-alcoholic “juice bar” at one time.

It did seek to sell alcohol but was denied. According to a 2009 article, the village refused to sanction a liquor license not only because of the nudity, but due to a high density of bars already in the area.

The trustees’ resolution passed Thursday states, “The village previously provided written notice to the owner and prior operator of an adult entertainment facility at 35 Water Street that any previous nonconforming zoning use had lapsed and no adult entertainment facility may currently operate at that location.”

The measure orders any adult entertainment facility operating at the site to cease and desist and directs police and code enforcement to enforce that.

Starting at $2.99/week.
