No grants! Give them LOANS just like every other college student! (You could allow them to apply for scholarships, just like everyone else! Especially the "Good Citizen" ones!)

Let all the hardworking people go into deep, deep debt to obtain a college degree and then force those very same people, many of whom struggle financially and can't get a good job, to pay for some guy who intentially broke the law. BOOHOO. Pay for your own college education, you'll appreciate it more.

@randomthinker - The problem is, ex offenders don't have the same rules as everyone else when they get out, any and almost every employer will tell them no when it comes to jobs. Although ex offenders tend to flourish in the trade skill job market. carpentry , pipe fitting , construction labor etc. Some of these trades are already taught within the states prison system, and they do produce good results, why not find a way to expand of them where the tax payers don't have to pick up the bill. I mean it costs you more to watch them sit on welfare when they get out anyhow.

Criminals voluntarily break the law. They get caught and prosecuted. I have no sympathy for them. They serve their punishment. When they get out, they can then follow the same rules as the rest of society in to get a college education. If they can't get a job because another applicant is more desirable to hire, then too bad. Their poor decisions are not my problem.

Cuomo do you think you lose sleep at night wondering if I can make my mortgage payment because even with a college degree I still can not find a better job in this crap hole community. How about paying my 10,000 in students loans. How about bring jobs to the community and the county instead of the section 8 people who live off the system. How about helping the vets who return from war so they arent living at the local mission. How about helping people find a job who already have a degree and cant even use it because no one is hiring in this crap hole community because there are no jobs! So Cuomo ask me how much I care about helping the scum in jail, heres a suggestion- wheres corperal punishment! What a slap in the face to all tax payers and unemployed educatied people this suggestion was. Who cares about criminals in jail what about the good people who can barely get by.
Why should my taxes have to pay for bunch of criminals education in prision who know right from wrong. The only reason they are in prision is because they are losers who break the law. Hey govenor Cuomo how about reinbusting me for my student loans that are constantly on deferment since 2011. I am a homeowner, tax payer who has worked since I graduated high school and can barely get by each month after mortgage and utilities because there are NO DECENT JOBS in this area with or without my education. Its the same senario with my degree as it was without my degree. I find a job and work for a few years and the company goes under and back on unemployment I go. I have to constantly defer my student loans I took out to pay for education because I can't afford to pay for my loans because its impossible to keep a consistent job or find a decent paying job in this area. No, but I do think time could be spent in improving English, history and working on a high school education. If there is a real interest then maybe scholarships for a first year of college. After that they can work and earn their own tuition if they are still interested just like the rest of us. It will mean much more than a handout.

Blu, are you saying everyone with a college education doesn't know how to live within their own means? What I mean is, if they are spending the money at all, it shouldn't be on inmates. I would much prefer the state not spend that money at all on frivolous things, but this is New York we are talking about. I am content paying my college loans all by myself and still living well within my means, thank you very much.
I don't think that the State or Tax payers should get the bill for this many people whom have very little financial support are able to go to school with the federal student aid programs and tap, I think the Offenders who are given the opportunity to attend school while in prison should be required to follow the same financial aid rules as anyone else. Other than that I can so no reason not to allow people to educate themselves and become productive members of out communities, and much need tax revenue !
