A city man was charged with first-degree reckless endangerment and endangering the welfare of a child Friday afternoon after a rollover accident on Camp Street in the city. Police responded to the area of Bush Elementary School for a report of a silver SUV operating in a reckless manner that had struck a sign near the school. En route to the area, officers were advised of a rollover accident and upon arrival found two victims walking around outside of the vehicle. The operator was identified as 20-year-old Devin M. Figueroa and charged. Investigation revealed that Figueroa and a 15-year-old passenger were inhaling a can of duster, typically used to clean electronic equipment, while Figueroa was operating the vehicle. Figueroa was additionally charged with leaving the scene of a property-damage accident and failure to keep right, and taken to Jamestown City Jail.
