McCorkhill added he has been talking to the supplier about adjusting the pump speeds and finishing the gas pipe for the generators.
McCorkhill brought a substantial completion form to the board and asked for approval.
Trustees Mike Lehnen and Josh Slaven both opposed the motion.
"I have a different definition of substantial completion. I think more work should be done before this gets approved," Slaven said. "I am a contractor too so, I get it."
"I have been in this business for over 30 years myself," Lehnen said.
Both wanted to see more work done before the board pays.
The motion was approved 3 to 2 to pay the substantial completion form.
Mayor LeeAnn Lazarony said she would like to have a ribbon cutting at the well when the weather improves.
