JAMESTOWN POLICE

Stanley H. Berg, 57, of Pennsylvania was charged with failing to stop for a red light, driving while intoxicated and driving with blood-alcohol content .08 percent or higher at 11:10 p.m. on Thursday. Officers of the Jamestown Police Department stopped a vehicle in front of 222 E. Second St. for failing to stop at a red light on East Second Street at Spring Street. After further investigation, it was found that Stanley H. Berg was operating the vehicle while intoxicated. He was taken into custody, transported to the Jamestown City Jail and was charged. He is awaiting arraignment by the City of Jamestown Court.

Carlos Encarnacion, 57, of 47 Baker St., Apt. 2, Jamestown, was charged at 10:45 a.m. Friday, with fourth-degree welfare fraud, two counts of first-degree offering a false instrument for filing and misuse of food stamps. After a joint investigation by the Chautauqua County Sheriff's Office and the Department of Social Services, Carlos Encarnacion was arrested and issued appearance tickets after failing to report his unemployment benefits to the Department of Social Services when he applied for food stamps. He also failed to report to Social Services when he gained employment, therefore he received total public assistance benefits in the amount of $4,283.21 he was not entitled to have. Breaking the amount down, he received $1,431 in food stamps and $2,852.21 in Medicaid. Encarnacion is to appear in the city of Jamestown Court at a later date.

LAKEWOOD-BUSTI POLICE

Kenneth R. Houghwot, 29, of 40 Bush St., upper, Jamestown, was charged at 11:30 a.m. on Friday with a bench warrant/failure to appear on an original charge of petit larceny on April 18. He was taken into custody and is due back in the Bust Town Court on June 26.

Shelby D. Tuszynski, 30, of 62 Snyder Circle, Corry, Pa., was served with an arrest warrant/failure to appear as a detainer at the Chautauqua County Jail at1:30 p.m. Friday. He is also being held on other charges. Tuszynski failed to appear in the Busti Town Court on original charges of driving while intoxicated, driving while intoxicated .08 percent blood alcohol content, unlicensed operator and failure to keep right. A warrant had been issued on June 18.
