Gowanda to hold EXCEL project vote Tuesday

By TIM LATSHAW, OBSERVER Assistant News Editor
POSTED: November 9, 2009
GOWANDA — Gowanda Central School District voters will take to the booths Tuesday to decide upon up to nearly $7 million in EXCEL-aided capital improvements to school property. Voting is scheduled for Nov. 10 from 9 a.m. to 8 p.m. in the middle school library and will include five propositions. The first four choices concern separate construction projects with a combined budget of $6,821,593. Proposition One contains projects including repairs to the elementary school commons area, installation of new second-floor windows in the middle school, renovations of locker rooms and repairs on outside fixtures such as loading docks, stairs and sidewalks. The total cost of this proposition would not exceed $996,044. Proposition Two includes renovations to the high school auditorium and the installation of a new high school gym partition. The cost of these projects is not to exceed $895,453. Proposition Three, which would likely see the most substantial changes to the school buildings, encompasses the addition of a science wing to the high school. The new science labs would, according to the school board, bring the school’s facilities and educational equipment up to modern standards. Two computer labs and a chemical storage room would also be added. Proposition Four, added following the August floods, would permit the school to pursue adding 1,200 feet of edifying rip rap along the banks of Thatcher Brook, leading up to the bridge on Panther Drive, at a cost not to exceed $287,000. The reinforcement of the brook would slow the erosion of school property along the brook, notably near the ballfields and bus garage. The fifth proposition, if approved, would establish a new “Building, Land and Technology Capital Reserve Fund” not to exceed $3 million. The local impact on the capital projects is expected to be zero with funding provided through EXCEL, normal state aid, Native American aid, the present capital reserve fund and the debt service fund. In recent school board actions: ¯ A special needs transportation services bid was awarded to Quaker Taxi for Bus Run 1A in the amount of $200 per day. ¯ Whitney Nephew was appointed as Title VII Home School Coordinator. ¯ Kimberly E. Tuzzolino was appointed as a substitute teacher. ¯ Margaret Smeltz was appointed as a teacher mentor. ¯ Juddson Logan, Jordan Rebmann and Kevin Frederickson were appointed as GETC-TV production crew at an individual stipend of $45 per school board function. ¯ The resignation of Adam Bett from the position of high school musical (artistic) director was accepted. ¯ Robert Lemere was appointed as a volunteer wrestling coach for the 2009-2010 school year. ¯ A donation of $100, from the Pioneer Boys Varsity Soccer Team to the Gowanda Varsity Football Extracurricular Account, was accepted. ¯ Policies 8613, “Telecommunications Equipment Use” and 6750, “Accounting of Fixed Assets Policy,” were approved. ¯ David Ebert was appointed as temporary head custodian. ¯ Keri Campbell was appointed as a substitute food service helper.
