JAMESTOWN POLICE DEPARTMENT

Thomas F. Abrams, 56, of Salamanca, was charged with DWI and failure to keep right Tuesday. Officers say they saw Abram's vehicle driving on the wrong side of Lakeview Avenue. When they stopped him, officers allege he was intoxicated and that a chemical test showed his blood alcohol content to be .08 percent or higher. He will appear in city court later.

Russel J. Conti, 28, of Falconer, was charged with DWI and speeding Tuesday. Officers say that Conti was stopped on Jones and Gifford Avenue for allegedly speeding. Conti submitted to a chemical test which allegedly determined he was intoxicated. He was released and will appear in city court later.

Sean M. Carpenter, 25, of Warren, Pa., was charged with aggravated DWI and speeding Wednesday. Around 2:11 a.m., officers allegedly pulled Carpenter's vehicle over for speeding on Foote Avenue, and officers say he was intoxicated. He was released and will appear in city court later.

Jodi L. Gilbert, 24, and Nilsa Mendez, 23, both of Jamestown, were charged with disorderly conduct Tuesday. Just before 7 p.m., an officer saw them fighting in the middle of East Second Street and attempted to break it up. Police say that Ozvaldo Vazquez, 20, of Jamestown, interfered with the officer and ran away when told he was under arrest. He was located later and when stopped by police, he allegedly threw a knife on the ground. He was charged with resisting arrest, obstructing governmental administration and littering. All three were held awaiting arraignment. They will all appear in city court later.

Daniel E. Hernandez, 25, of Jamestown, was charged with unnecessary noise Wednesday. Officers say they heard a loud disturbance and swearing coming from Hernandez's apartment. He was charged and taken to the city jail. He was released on bail and will appear in city court later.

SALAMANCA POLICE DEPARTMENT

Brady Pelton, 28, of Salamanca, was charged with violating the local dog ordinance Tuesday, by allegedly letting his dog run loose. He was issued an appearance ticket and will appear in court later.

Travis Vesotski, 18, of Salamanca, was charged with petit larceny Tuesday, following an incident at Cloud and Company. He was issued an appearance ticket and will appear in court later.

Richard Brown, 49, of Salamanca, was charged with fourth-degree criminal mischief and second-degree harassment Tuesday. He was taken to the city jail and held awaiting arraignment.

Sarah Kennedy, 24, of Killbuck, was charged with felony driving while intoxicated, having a BAC greater than .08 percent, speeding and operating an uninspected vehicle Wednesday. Kennedy was taken to the city jail awaiting arraignment in city court.

Walter S. Taylor, 35, of 476 Wildwood Ave., Salamanca, was charged with third-degree attempted burglary and fourth-degree criminal mischief Wednesday. Taylor was processed, arraigned and taken to Cattaraugus County Jail in lieu of $1,000 bail.

ELLICOTT POLICE DEPARTMENT

CELORON - Holdon P. Russell, 18, of Falconer, was charged with disorderly conduct following an alleged non-violent incident which took place July 21 in Celoron Park. He was issued an appearance ticket and will be in court later.

CHAUTAUQUA COUNTY SHERIFF'S DEPARTMENT

DUNKIRK - Kathleen Rybij, 56, of Fredonia, was charged with two counts of first-degree offering a false instrument for filing and third-degree welfare fraud July 22, following a joint investigation by the Chautauqua County Sheriff's Office and the Department of Social Services Welfare Fraud Unit. Rybij allegedly failed to report that she owned a second account and retirement account, which led to her receiving $7,967.76 in medical benefits she wasn't entitled. She will appear in Dunkirk court later.

DUNKIRK - Jessica Nichols, 29, of Westfield, was charged with first-degree offering a false instrument for filing and misuse of food stamps July 25, following a joint investigation by the Chautauqua County Sheriff's Office and The Department of Social Services Welfare Fraud Unit. Nichols allegedly submitted a false document to the county Social Services Department claiming her child was living with her when the child was living elsewhere, which led to Nichols receiving $232 in food stamp benefits she wasn't entitled. She will appear in Dunkirk court later.

WESTFIELD - Penny A. Smith, of Sage Road, Sinclairville, was charged with second-degree aggravated harassment Monday for allegedly making threatening phone calls to a Westfield resident. She will appear in Westfield court in August.

SHERIDAN - Amanda J. Breaux, 23, of Silver Creek, was charged with DWI, having a BAC greater than .08 percent and speeding July 19. Deputies say she was stopped for speeding and found to be intoxicated. She will appear in court later.
