The VA is mess, but one that has been inthe works for a long time. I live very close to a major VA facility in Salem Virginia. THe place is busy 24/7. The doctors are overwhlemed, and recruiting is tough, since Federal pay is 1/2 to 2/3 of what an MD, DO, PA or NP can make elsewhere. At that, they do a good job on basics, but I would avoid big dollar procedures like angioplasty or knee replacement there.

The VA needs about half again the budget they have to make a dent in their problems. Vietnam vets are aging into major healthcare needs, and returning vets are disproportionately disabled. Demand is skyrocketing.

I would love to see a cite that shows they left money on the table.

The VA has had a surplus of money for the past 5 fiscal years,(not used)look it up!

No one can fix the VA without lots of money, which seems to be in artificial short supply. Whenever the House finally decides that the government is actually responsible for doing things other than cutting taxes, that may change.

See me not holding my breath.

If we could keep ourselves out of conflicts around the world we wouldn't have to increase the size of the Veteran's Administration. The Govt. and the VA were caught off-guard with the huge number of Gulf WARS vets returning. Also Viet Nam vets are getting to the age where they will be needing additional health care.
