DPW To Investigate T-Intersection Where Accident Occurred

"Eyewitnesses claim that the victim did not slow down at the intersection, but rather traveled down the hill on Thayer Street at a high rate of speed before making a sharp right turn onto Crescent Street"

So, are we to believe this person would have stopped at the stop sign? Give me a break. Wasn't this person taught to look both ways as a kid - I doubt it.
