It might help if some of the businesses started paying a decent wage and supplied decent benefits, so people didn't have to have 2 and 3 jobs to survive.

Wouldn't it cost less and be more effective if parents were more involved in their children's education and taught how to encourage work and study habits? Naw, let's just throw some more money at the problem and make it someone else's responsibility.
