I hope that the actual presentation gave more concrete details than were included in the article! What are these so-called "adverse results?"

The best thing to do is create programs to discourage rentals and encourage ownership. How about tax breaks for turning multiple family homes to single family homes. KNock down dilapidated houses faster. Offer something, like Niagara Falls, to encourage college grads to purchase homes here. Make it a hiring requirement for all new JPS and city employees that they have to live in the city?

Why stop there, once the law goes into effect, maybe expand it more to include a registry of every man, woman and child who resides in the rental. Make sure their pets are licensed too. Maybe do a head count to ensure they're not more people living there then are allowed by law. And of course, jack that rental licensing fee up as high as possible, after all, think of the revenue you will collect. Maybe put a few corrupt inspectors in charge to bully landlords and you have a recipe for disaster. Who in their right mind would invest in rental properties with such restrictions.

This sounds like socialism/communism.
