Already been tried at Chautauqua Lake. Built the "perfect" sized school you talk about. 1000 - 1500 kids. How is that working out? Half the building sits empty. How many kids go there now Hal? Declining enrollment exists no matter what size school. You would do a better service if you find out what is causing this decline, all the while other States can't build schools fast enough for the increasing student populations. Most of us have already figured it out Hal!
