Is this a "no bid" job estimate? Where are other opinions? A definition by an engineering company should be augmented by other expert opinions before it is a done deal. Where is the state funding for repairs to "their" roadbed, catch basin and grading that will be washed out? C'mon people! What part of the amount should be state funded and which local? You need to make this a national issue getting the media and national networks attention and involvement. That will put some pressure on your "state" to define the job and pay for the repair. Your "bed tax" option is simply laughable. Headline: New York lake drains, possibly washing out state road while state politicians ignore the problem..... or simply let it wash out, the states comes in and paves over the wash, and Findley Lake dies??? A viable scenario.
