The number one way to reduce taxes is to reduce welfare and Medicaid expenses. Welfare and all the associated trapping has become the "new New York career." We've got to take the benefits/expenses to well below the national average. Period. You can talk more mergers, consolidations and shared services till you are blue in the face, but a lot of that has already happened in our area. History tells us that the savings are minuscule. Most people don't realize that a ton of shared services and consolidations have already been done in our area - some decades ago.

Regulator makes a good point. And being so excessively dependent in a single source like NRG indicates a huge problem.

"NRG is the County's largest taxpayer". "Closing NRG would mean serious tax hikes for County residents". This is all laughable. This County gives so many tax breaks now, that the taxpayers are on the virtual edge. Lets make a comparison. NRG the largest taxpayer in the County has about 100-150 employees. Cummins Engine employs over 1000 with a footprint larger than NRG and with larger more updated buildings. What do they pay? one tenth of that maybe. The school districts are suffering there aren't they? The IDA is killing the taxpayers of Chautauqua County with these PILOT agreements.

Excellent editorial! Dodging bullets is not a good strategy if it is the only one. Local, county and state governments and IDA's need a plan to reduce taxes permanently, not just tax caps, reductions! Jobs will follow. Welfare reform must top the list.
