What they don't tell people is the same parents and what have you are wanting the community integration now in the first place, because places like TRC pay their disabled minimum wage and/or piece rate. They're keeping the very people they're suppose to be taking care of at poverty level. This isn't just a NYS issue, it is a nationwide issue that started earlier this year, but is now - suspiciously - now making headlines, since the state is suppose to be handing in paperwork to the Feds telling them how they're going to be implementing this in January.

managed care (complete with those nasty OT'Rs) has been in place since the early 90's... where have these guys been?
