Pretty much the same observation as Renaldo, but I would have put it at about 1 in 3 drivers. In any event, police officers could write tickets all day long for this violation and wouldn't put a dent in it. Every once in a while I actually see someone pull over to use their cell phone. To them -- BRAVO!

Roughly half or more of the drivers I can see are using their phone. It's not too comforting and it means defensive driving is especially important with these kooks out there. I'd recommend uping the fine 10x or more as necessary to curb phone use.
