According to motor vehicle code, all non-functioning traffic lights are to be considered stop signs.

What police were at important intersections? Drove in from Warren around 5:30, no lights, no police from city line all the way through town until we reached an operating light near Washington St Tops. Very unnerving, hoping that courtesy would be used in all the unprotected intersections.

By the looks of the picture - you could see the traffic light working as red light is on..... What power outage????? Was that picture taken other time?
