To a certain extent I agree with JHS but also should include the middle class homeowner...they are always left out of the equation...left to struggle to save a little here and a little there to do upkeep on thier homes...

i say give the money to the people who 1 own there home and can't afford to fix them up and 2 you have to live in them.just think if you where a low income family and could not aford to fix up your home the place you live in.do not give money to the people that make money of of there rentals they ofen don't care they just want there rent!

It is good that more blight is being removed from the housing stock but the editor is missing the mark. Observations: 1)Rental housing is a business and CDBG, with all its regulation is not a business friendly grant program. 2) We have a oversupply of housing-more demolition is needed 3) Shortage of quality tenants and landlords 4)Low home ownership rate promotes the depletion of quality housing 5)Dependency on "entitlement" programs that address symptoms but not underlying problem 6)Low of pride of being a tenant or homeowner 7) Aging housing stock that has higher maintenance costs 8)Little new single family housing starts...Take a look at the millions of dollars that have spent spent over the years on low to moderate CDBG housing projects then take a look at the residential assessment and property values and ask yourself if this is an effective way to promote a community that has pride in itself and their choice of housing.
