One item that was not touched on is the revenue from property taxes. This is the main stay of the city budget; is the assessed value increasing? decreasing? stagnant? Revenue from parking fines, sales tax, etc should be the icing on the cake and not the cake itself. What is the plan to bring new tax base the city? Especially in the commercial sector...we cannot continue to balance budgets with cuts to personnel and dependency on revenue from fines...what is council and the city doing to increase the tax base?

Good job, Jamestown. That is a rather hefty amount that goes back into the "fund balance" column.
