Uhhh... Senator Young makes it CLEAR, revenues from other areas of the state budget are being moved to fund the increases. How much more clear would you like it to be? This article is clear and well written. The proposed budget changes are well explained by both Assemblyman Goodell and Senator Young.

If enacted, how will this increased aid for education impact Taxpayers in Chautauqua County? Will we pay more to the State? Will local school budgets continue to increase taxes paid by property owners? WNY (schools, businesses, and Taxpayers, rights, etc.)as well as many other upstate areas, tend to get the short end of the stick when Albany passes laws and budgets. We need some relief.
