Planning Commission Discusses Second Urban Design Plan
An initial step in determining what the city of Jamestown might look like in 2030 occurred at the Jamestown Municipal Building Tuesday.
The Jamestown Planning Commission hosted a presentation on Jamestown’s Urban Design Plan 2.0 with officials from Goody Clancy, the creators of the first plan released in 2006.
David Spillane, Goody Clancy president, said the meeting with the Planning Commission was the first step he had taken in starting work on creating the second plan. He will also be meeting with community stakeholders and a steering committee the Jamestown Renaissance Corporation created while he is visiting the city.
In December, the JRC received an $87,500 state grant through the Regional Economic Development Council program to fund the creation of the second urban design plan. The plan is for the 2.0 plan to update and adopt revisions to the city’s 2006 plan that will continue to guide downtown and riverfront development for the next decade. The first plan was awarded the Best Community Plan for 2007 by the American Planning Association.
Spillane said the process to create the second plan will run about five months. He said there will be a couple public meetings during the process, with the first one occurring either in late April or early May. He added that they will be striving to create a plan that includes specific details and clarity when it comes to development, but it also will leave flexible to include new possibilities.
With several ongoing projects like the construction of the National Comedy Center, the Jamestown Brewing Company and the DoubleTree by Hilton Jamestown hotel, Spillane said a lot of development has happened since the completion of the first plan.
“What is the next wave?” he asked. “We will be asking people to look a couple complicated steps ahead (to plan what will happen next).”
Greg Rabb, commission chairman, said he would like to see an educational component built into the plan that will help guide commission members, city staff and the public with how to implement the plan. Commission members also discussed how they would like to have more of a website presence for the second plan so commission members, city staff and the public can access to educate themselves about the plan.
There was also a discussion about how there needs to be more public involvement.
